This Kosovo Digital Skills Training Pilot is implemented under the same World Bank-supported Digital Development Partnership (DDP) Trust Fund activity that commissioned this report: Kosovo: Strengthening the ICT Sector and Promoting Gender-Inclusive Digital Employment. It builds on the infrastructure foundations and digital skills training experience established during the World Bank KODE Project and is executed in partnership with the Kosovo Ministry of Digitalization and Public Administration and its National Research and Education Network (KREN), the University of Prishtina, and the University of Prizren. Kosovo is the first country in the Europe and Central Asia region to pilot this approach, which replicates the World Bank's Vincula program from the Latin America and Caribbean region.
The pilot aims to strengthen digital skills and employability among university students by offering practical, industry-relevant training that builds both foundational and advanced digital competencies in areas of demonstrated labor market demand. A core objective is to develop a training delivery model that is highly scalable, cost-efficient, and adaptable for Kosovo and the wider region.
